Romans 7 describes the inner conflict between the flesh and the spirit, the saint and the ain't, the good and evil within us all. Unfortunately, free will is illusory. We are slaves to sin. We know this too well. However, we rejoice because just as Christ died and rose, we too die and rise again. We do this in our baptisms and in our daily lives. In this dying and rising, we are set free. Romans 8:1 (there is no condemnation) is vitally important in understanding Romans 7. We are not condemned by God.
